OMG I *love* this. First time I saw it was the day the floods started - remember just made it out of Sheffield on last train that did not get hideously delayed. Stupidly had left phone at home and camera phone at time was too rubbish to distinguish grey steel from grey sky that day. Looks fab here, though.

I think you are supposed to decide for your self what it "means"...if art tells you what to think, it's not good art!
certainly, although the question was inspired through the fact that it really looks like a long curved railing...
It's both ... it's a water-feature that runs up the hill from Sheffield station. I *think* there's a busy road the other side, so it is a sort of railing. There are funky lights on the end - if you click through the title in the meta I think you can see it from other angles - and at night it is lit in interesting ways. That bit of Sheffield is industrial-going-on-commercial, and this piece really works as city architecture as well as Art because when you arrive in Sheffield for the first time you see this and get the impression of it as a vibrant, well-tended, fabulous city. Without this artwork, it would just look like a collection of offices and cranes. It's a great example of the power of art in the city.
Alfie, I think Steve took some pictures of it too on moblog last summer. If my memory serves, he got a highlight for one that was his reflection through the water :)
